    Тем, у кого ситуация с жильем не то что непростая, а критическая, глава поселка Домосканов все же разрешил заселяться в пустые квартиры. Разрешил на свой страх и риск.

    Why is тот in the instrum. (or dat. pl?)?

    It is dative plural.
