    EDIT: но и c английским-то туго - also with bad skill in English
    то is used for emphasis, туго - hard/bad (туго also means tight).
    Gib immer 100% bei der Arbeit: 12% am Montag, 23% am Dienstag, 40% am Mittwoch, 20% am Donnerstag, 5% am Freitag ...

    Почему-то часто встречаю эту ошибку - "то" пишут отдельно и без дефиса.
    JJ прав, надо "но и c английским-то туго."
    In Russian, all nationalities and their corresponding languages start with a lower-case letter.

    Насколько я вижу у него не только не дружит с русским, но и с английским-то туго

    I've got another thing he can tell him: it involves the verb еб*ть and the rude bastard's mother (crucifiction is SOOO expensive these days -- why not just insult his family's honor?).
