My question is that can all russian adjectives, when put into the neuter short form, be a catagory of state word? Like in Очень чудесно было говорить тебя (in this case, wonderful).

adjectives don't have "adverb forms," they have neuter short forms that are often spelled the same as adverbs.

I didn't understand the question. Adverb usually relates to verb while adjective usually relate to noun. Both of them describe some condition.
"Россия для русских" - это неправильно. Остальные-то чем лучше?
I think my question is incorrect. It is from adverbs, which many neuter short form adjectives are spelled like, in which you say a state of something. Such as in Им тепло, тепло is not an neuter short form adjective at all in that phrase, but an adverb.
I must of mixed up neuter short form adjectives with adverbs since many are spelled the same
