What's the difference between

спросить and задать?

Does спросить imply the word "question" .. meaning "to ask a question"

whereas задать just means "to ask" and you would have to include the word "question" by saying "задать вопрос"

??

"Задать" is more like "to give". "Задать задачу"="to give task", "Задать взбучку"="to give walloping", "Задать вопрос"="to give/ask question".
"Спросить" is much more like "to ask". For example "спросить дорогу"="to ask for the road".

"спросить" derived from "спрашивать" = to ask. So, yes, "спросить" almost all imply some question.

"задавать" derived from "давать" (to give smth) but I think the verb "to set smth" is closer...
задать вопрос = ask question (it means something like "set question in air")
задать задачу (задача derived from "задавать"!)
задать домашнее задание (в школе)
задать исходные данные для задачи
задать вектор развития
задать направление движения
задать режим работы
задать темп
