Did you mean the Russian phrase "Возьми с полки пирожок!"?
If true - know that some Russians say that instead of: Well done! -often in the ironacal sense of words.

пирожок is a wee cake with something tasty iside - so if you told somebody about the work you have done well, you can hear the reply -
Возьми с полки пирожок! - Take the cake from the shelf (your prize)!

Do people typically use "wee" in contemporary English -- in the UK perhaps? I've never heard this except if it's a joke or if you're impersonating a Scotsman...

So it conveys sarcasm? I think a good English parallel would be something like:

Perhaps I conversate with Scots too long - that why I thought that that word is usual.

Wee is a Scottsh coloqualism, meaning "small", "a little", almost comparable to the Russian dimimutive suffix.

Wee man - A small man
I'll have a wee drink - I'll have a little drink (bot literaly and as an affectionate diminutive).

Of course wee also means urine / to urinate.

For me,

"to pee" is more childish than "to wee". I've noticed Americans seem to prefer "to pee". "To piss" is mild swearing. To say it politely in Britain you'd say "I am going to toiltet" possibly "I'm going to the bathroom". We don't say "restroom". Do don't go there to rest! You go to have a shit.

Some people enjoy reading in toilets, so it must be their rest-room!
