    You may, if you will, notice that воевать и война match each other somehow, the root is the same. So воевать has more of a warlike bias, though if you said: ”Я намерен воевать с начальством до победного конца, пока мне вдвое не повысят зарплату! “ it would not literally mean you were to break up the signed earlier peace treaty and move tanks to the front line. Likewise you might бороться (fight for) за свободу негров (афроамериканцев, pardon me) в войне между севером и югом, but generally speaking бороться is a more peaceful then воевать term. To make a long story short I’d say
    Воевать – to be at war with somebody or something
    Бороться – trying to gain something through fighting in some way;
    to literally fight like in a sporting event борьба.
