It's not your fault about the skipping the dashes. It's kinda hard to "hear" them. I've specially looked the written original text.
The difference is:

то, что было забыто - that which has been forgotten

то что было - забыто - that which was is forgotten.

Punctuation is important in Russian
Consider this example (Teachers use it in school):

Казнить нельзя помиловать!

In dependence of where you put a comma a man would be executed or pardoned.
