Can someone translate the following for me ?

Please also translate the following two idioms for me

I tried to google the above, but the translated english does not make a lot of sense.

In Russian, all nationalities and their corresponding languages start with a lower-case letter.

    According to Multitran:

ходить на голове - stand on (one's) head

Ah I didn't see. Cocos already gave the figurative meaning.

In English that means something like:

Enjoy oneself, go mad/become rabid, behave like a hooligan, not listen, get up to mischief, be naughty, play pranks. Often used to talk about children who are behaving badly.
