    Children That Want to Learn

    Аминах Мукаса, дама, руководящая средней школой Масинди в восточной Уганде, на важном задании: она хочет собрать достаточно денег для того, чтобы платить своим учителям достойную зарплату.
    Amina Mukasa, queen, is leading in a middle school in Masinda in East Uganda, in important buildings: she wants collect enough money to pay for her teachers deserved sallary

    Ее методы жестки, но эффективны: все школьники, которые не платят за учебу, оказываются на улице.
    Her method is strict, but effective: Every child who doesnt pay for his studies remains outside.

    Проблема в том, что не платят три четверти из них, так что финансовому положению школы не позавидуешь.
    The problem with this, is that they don't pay for three quarters of them, so they don't want to be in schools financial state.

    Не получая зарплаты по три месяца подряд, учителя уходят; персонал на грани бунта; преподаватели частенько прогуливают.
    Having not recieved pay for three months in a row, the teachers are leaving ;personal are on the verge of a riot; teachers quite frequently skip work.

    The problem with this is that three quarters of them do not pay, so you will not envy the financial situation of the school.

    "Finds himself outside" rather than "remains". The kid had been already admitted to school, and how s/he is kicked out.

    Aminah Mukasa, the woman principle of the Masindi secondary school in East Uganda, is on a mission: she wants to raise enough money to pay her teachers a decent salary. [дама is a lady, not necessarily a noble lady; задании, not здании; here достойную means adequate, it's close but not exactly the same as deserved (заслуженную)]

    Ее методы жестки, но эффективны: все школьники, которые не платят за учебу, оказываются на улице.
    Her methods are strict, but effective: every child who doesn't pay for his studies is expelled. [explained already]

    Не получая зарплаты по три месяца подряд, учителя уходят; персонал на грани бунта; преподаватели частенько прогуливают.

    I would not use the word "riot" for "бунт" here. The teachers are not going to start breaking windows and burn school desks. Uprising or revolt would fit better in this sentence.

    I have a few questions

    "Пожалуй, впервые за последние годы"
    I'm not sure how to translate that. (This is only part of the sentance, so if you need more, i can give it.)

    Also, what does "лимоновц" mean? I tried 4 dictionaries and none of them have this word. Does have something to do with lemons?

    "Пожалуй, впервые за последние годы - "Probably the first time in several years.....

    It may have something to do with lemons or maybe with Эдуард Лимонов.
    Who can hazard a guess sans context?

    Думю, что это всё таки сторонники Лимонова, а не любители лимонов.
