I guess "денежные средства" means "cash resources" (or something like that) in this case, if we are talking about a private individual. It's an official way to say "money in the pocket".
On the other hand, if we consider the situation as lawyers, the answer your teacher is completely correct, because we need to pay attention to all kinds of money: cash, stocks, obligations etc. All that can look like "papers" and be placed in a safe or pocket.

Денежные средства is a formal phrase for "money". I dunno why they thought up such a roundabout thing instead of just money.

Paul, obligations and stocks have their own names, облигации и акции. I wouldn't use "денежные средства" to mean those.
Consider this sentence: В акции вашей компании вложены значительные денежные средства.

Another month ends. All targets met. All systems working. All customers satisfied. All staff eagerly enthusiastic. All pigs fed and ready to fly.

"Россия для русских" - это неправильно. Остальные-то чем лучше?

As I said above, there is a formal definition. The official term "денежные средства" contains not only cash, but also stocks, promissory notes etc. All the instruments which can be sold quickly or used like cash resources.
If we imply a private individual, "денежные средства" is just cash in their pocket or bank account. Because it's hard to imagine a person who always carries securities about. But considering the topic and the fact that "денежные средства" was used in the insurance policy (they must use only official terminology), we have to pay attention to all the meanings and nuances.
