IT is adopting english terminology, so "отзывчивый дизайн" (direct translation).
But I didn't know this term - and it is misleading - at first it sounds exactly like we are saying about speed of work of site - quick and smooth.
Maybe it's reasonable to use "адаптивный дизайн (adaptive design)", though "responsive design" is "adaptive v2.0" for experts, but not everyone are experts. "Adaptive" means exactly what you are talking about for non-expert. Russian wiki-page "адаптивный дизайн" are linked to english wiki-page "responsive design", though difference are described.
