It's a proverb. For different variants of translation look here: a link.
The closest in meaning (though the phrasing is probably very akward) is:
"greet a man according to his clothes, take leave according to what he knows"
Other translations there unfairly change the meaning of the original Russian phrase, changing the emphasis (different perception of the world in different cultures, I guess :)).
The meaning of this proverb is quite opposite to the translation "first impressions are most lasting". In fact it means, that first impressions DO NOT last for long, and in the long run only what you really are (and how intelligent you are) matters, not what you appear to be.
