    What do you mean as "accurate" and "100% correct"? If you need a word-by-word translation, it will have no sense.
    Here is one of the phrases Russian fiery tales are often started from, which means more or less the same:

    "Давным-давно..."
    "Россия для русских" - это неправильно. Остальные-то чем лучше?

    It can also be translated as: однажды..., как то раз..., but depends on the context.

    e.g. "Once upon a time there was a big brown bear who loved writing software" - жил был большой бурый медведь...
    Absinthe makes the heart grow fonder.

    Also in fairy tales it may be rendered as "Жили-были".

    Anybody can explain the meaning of "четлан" and "четланин", please?

    What do they mean? I couldn't find the meaning of them.
