They are but you cannot use them interchangeably. Sometimes one suits, sometimes another, sometimes either...
Examples:
изучить (досконально, подробно) что-л.
расспросить (досконально, подробно) кого-л.
вникнуть (досконально) во что-л.
остановиться (подробно) на чём-л.
перечислять (подробно) что-л.

For me they're still different. As my friends around here said: "подробно - это подробно. Досконально - это ещё подробней чем подробно"
