I asked my friend whether she could create a email account at her department and this is what she wrote me:

в России есть у каждого свой
почтовый ящик.Учащиеся сами его создают.

I guess she says every student could create a email account ? Am I correct ?
If so, how do I say in russian 'Please create a email account at your university because I want to send email to your university email account.'

She says that everyone in Russia has an email account and that the students create them themselves.
Your sentence: "Пожалуйста создай почтовый ящик у себя в университете, потому что я хочу послать тебе на него письмо." Though I think it's better just to ask her e-mail address for example like this: "Пожалуйста, дай мне адрес своей университетской электронной почты."
