Is DVGU considered first tier or second tier schools in Russian ? The girl is attending school there. I am just curious. I know it is considered the best in the far eastern region but how about in Russia overall ???

Can't help you on the academic part, but I know someone who teaches there and have been briefly at the school. It seemed pretty good to me. But it can not compare to Moscow or St. Petersburg...
