I'm confused about which verbs to use when asking things.
For example:

If a teacher asks you a question and you don't know the answer, the teacher might say, "Ask Paul." How would you say "Ask Paul."

A teacher might say to you, "Ask me a question." Is it a different verb?

Yes. "Задай мне какой-нибудь вопрос. = Спроси меня о чем-нибудь."

спрашивать - imperfective, спросить - perfective aspect.
Except rare cases you can use спрашивать in present (I am asking you right now) and past tenses (I asked him many times about it - я его много раз спрашивал об этом), and спросить - in future and past tenses (I will ask - я спрошу, I asked (once) - я спросил).

Your English is almost entirely correct. It should be "Except for (some) rare cases", and "Please correct my English if I made mistakes.

Употребляют водку, а язык используют :)

I think, употреблять водку is a very official (or rather ironical) expression. So basically водку пьют
I wonder why язык не употребляют, а выражения, слова употребляют.. maybe because one can употреблять something just time after time -- it sounds more discrete than использовать?

Does использовать что-либо mean the same as пользоваться чем-либо?

There can be a slight difference: воспользоваться (use something once) seems much closer to использовать than пользоваться. Пользоваться is more general (like "I use many instruments"), использовать is more certain (like "I used these two things, and it was all that was needed to achieve my goal", "I use this language (right now)"). That's my opinion

Ataklena, could you give a few examples where you can say пользоваться but not использовать or vise versa? I couldn't think of any.

То же самое - успехом, спросом.

Я пользовалась (= использовала) порошком XXX. Но он не помогал. Тогда я использовала (not equal to пользовалась) порошок YYY - и он помог!

"Я использую большую популярность" - It's a possible phrase, but it needs a context (you should point out the purpose of the popularity):

---Я использую (свою или чью-либо) большУю популярность (для зарабатывания денег).

"Я пользуюсь популярностью" has the two main meanings
1. It means that Я популярен, У меня есть популярность, Я обладаю популярностью) (the last two sentences seem a little awkward to me)
2. It means almost exactly what "Я использую популярность" means

Я пользовалась (= использовала) порошком XXX. Но он не помогал. Тогда я использовала (not equal to пользовалась) порошок YYY - и он помог!

Instead of "Тогда я использовала" it's better to say "Тогда я стала использовать" or "Начала пользоваться". "Использовала" implies a single action in the past (типа я использовала сразу всю пачку), but the context implies an continuous action

I just pointed out that there are some cases when использовать and пользоваться are not interchangeable.

Согласен. Но надо отметить, что тут у "пользоваться" и смысл другой - "have", а не "use".

Здесь и "использовала" не очень хорошо звучит, я думаю тут надо совершенную форму "воспользовалась".
