I'm stuck on this one translation

на основании чего делают запрос

I know that part of it translates to "on the basis of what...." but I'm stumped on the rest!
any help would be grately appreciated

On the basis of that a (the) request is made (submitted)
On the basis of that they make (submit) a(the) request.

You may also use "inquiry" instead of "request".
