    How do you say...

    Hello, could anyone translate these for me please....
    How to say:

    UNDER AUTHORITY (OF NYPD FOR EXAMPLE)
    PROPERTY OF

    FIRST SHIPMENT COMING SOON
    IF YOU NEED HELP, PLEASE CONTACT

    Also I need everything in capitals...

    Under authority is to say under the control of someone or some organization
    first shipment coming soon = first shipment (of rice for example) is coming soon
    if you need help etc = if you need help please contact this email

    Well, writing about context I meant real situations as movie scenes.
    If you translate speech of NYPD officer - it's totally ok. But in russia we do not use this phrase except court decision or marriage ceremony. Depending on context it can be strange.
    Many pattern phrases in different languages didn't suite for the same situations, they just sounds strange. If you do not need 100% accuracy, it's not problem.

    Under authority is to say under the control of someone or some organization = ПО РАСПОРЯЖЕНИЮ / ПОД РУКОВОДСТВОМ (КОГО-ЛИБО) made under the authority of -

    first shipment coming soon = ПЕРВАЯ ПОСТАВКА - СКОРО

    if you need help etc = НУЖНА ПОМОЩЬ? (ТРЕБУЕТСЯ ПОМОЩЬ?)

    P.S. The first one really depends on the context though (can also be "в соответствии с законом" - if concerning some law / legal act)
