Yes, you can. But it would sound too English and bombastic IMO. Skip both дорогая and уважаемая. Just write firstname patronymic, like the following examples: Здравствуйте, Вероника Аристарховна or Василиса Мифодиевна, как ваше самочуствие? etc. It will be both polite and neutral.
