The English "frustrated writer" is not necessarily someone who failed or lacked ability, but maybe someone who never really tried due to circumstances or lack of confidence, etc. A lot of editors and English teachers are accused of being frustrated writers. On a google search, неудавшийся писатель seemed to be the phrase most often used in that sense.
