It seems to me exercises are not physical but rather written, and the whole sentence should be like this:
Иногда он перебивает других и мешает окружающим выполнять задания.

"делает упражнения, не беспокоя других, находящихся рядом." За это замечание не делают, скорее всего имелось в виду: "do exercises disturbing others next to him" или "do exercises without care about others next to him".
