    Don't you ever give any excuses for anyone. If a person did something, this was what they had intended to do.

    A very dumb "saying" if you ask me. Actually, it's no saying, just a kind of internet meme. The phrase is impersonal and doesn't target males specifically. The only reason there is any male correlation in the phrase is because человек is masculine and you refer back to the word throughout the sentence.
