армию закосил (more common is "от армии закосил") - evaded the conscription
    повестка пришла - he's got call-up papers
"отмаз" (from "отмазываться" - to dodge of something) ~ avoidance, not departure, nor Rabbit, nor Wolf were in the army in the first place
шуруй в армию ~ join the army ("шуровать" ~ идти (второе значение - "to poke about", например, кочергой в камине)

Congenital flat feet is the best legal way to avoid the conscription (and Bear was actually flat-footed), so the point of the joke is that Bear hadn't to cut his jewels off to avoid the army. Poor Bear ruined his life in vain.

It's a popular category of jokes (especially kids jokes). Three persons fulfil the similar tasks, but the last person often gets a disastrous result. The most famous jokes of this kind are jokes about two foreigners (American/German/English/French or any other combination) and a Russian, where the Russian is always the third and often gets into trouble.

Interesting. I had never thought about the fact that there were lots of "third man, different result" jokes. Here's an American one.

A boat is caught on the rocks offshore. Between the boat and the shore the water is teeming with sharks. On board are a priest, a rabbi, a policeman, a fireman, and a lawyer. They discuss what to do. The policeman says, "I was a fast swimmer back in high school. I'll dive into the water, and before the sharks can get me I'll swim to the shore for help." He dives into the water and after ten yards CHOMP he gets eaten by a shark. The fireman says, "I was a really fast swimmer in college. I'll dive into the water, and before the sharks can get me I'll swim to the shore and get help." He dives into the water and after twenty yards CHOMP he gets eaten by a shark. The lawyer rolls his eyes and says, "I guess I'll just have to take care of this myself." He dives into the water, and the sharks part on both sides of him as he leisurely swims to the shore. The priest looks with astonishment at the rabbi and says, "Why did the sharks do that?" The rabbi shrugs his shoulders and replies, "Professional courtesy."

    - I can't swim.
    - I can't, either.

that was a good translation, esp this bit:
Отрезали мишке его достоинство - so they cut smokies jewels off.
