просить is more like asking for something. The other one is like asking a question. But note: задать вопрос - to ask a question
I ask the boy... - for what? for help, for the girls phone number? for his name? it could go either way here.
A word, that isn't used too much, (by kids anyways) but could be used here to clear up this whole "to ask" confusion would be to translate one or the other as "to request". In english we really have three words. the third being "to inquire".
просить as - to request.
прошу тебя за помочь -I'm requisting you for help! (does this sound funny in english?)
and спрашивать- to ask
если правда, я её спрашу.
If it is true, I will ask her.
anyways, this is just me thinking of stupid things before i go to bed, so maybe this doesn't help at all.
