    How would this be translated - dark skinned person/people? Is it a derogatory word?

    It’s “dark” (plural, genitive case) + affectionate diminutive suffix, that usually makes the word sound affectionately, good-naturedly or childish. Usually it means “a dark-haired person” (regardless of the skin color), but suppose it could be used to refer to the dark-skinned person in a certain context.
    It isn’t derogatory, rather girly.
