It is not a sentence actually. Predicate is missing. It looks like the subscription of the figure or item of some list.

Why is угла genitive?

Literally: "не прохождение ... угла" = "non-passing of the ... angle"

"of" in English usually corresponds to the genitive in Russian.

What angle are they referring to?

I can guess that it is the angular amplitude of some motion. There should be description of this motion somewhere above in the text or the figure.

My guess is that this angle is the angle between the vertical line and the sportsman's thigh (the part of the leg between the knee and the pelvis). So if the sportsman's movement down is not deep enough the movement is not scored.
