It is not a sentence actually. Predicate is missing. It looks like the subscription of the figure or item of some list.

My guess is that this angle is the angle between the vertical line and the sportsman's thigh (the part of the leg between the knee and the pelvis). So if the sportsman's movement down is not deep enough the movement is not scored.
