    I don't think нахал is a retard. Retard is an insult towards someone's intelligence, нахал is an insult towards someone's manners.

    Retard can also refer to manners, as in if someone acts in a retarded way. For example, if someone runs across a busy road you can say "don't be a retard" because that is something a retarded person might do. Or if someone can't stop laughing you can call them a retard because that is something a retarded person might do.

    Running across a busy road has nothing to do with manners Anyway, maybe I was too general, the point is нахал = cheeky bastard is NOT equal to retard per se.
