What means: Он грустит по тебе


I know kinda what it means but not exactly. Literally, to me, it means 'He's sad about me' or something like that. But I guess it means either that he's missing that person and is really sad about it, or that he feels sorry for that person in some kinda of way.

For example, if someone would say this to me. Then what should I think of this?
