Невозможно, понять, что значит это союз. Не могу найти его в словаре.

Anyway, the conctruction main word + бы ни is a Russian analog of English main word + ever (like whatever, whenever)

Examples:

Что бы ты ни делал, главное делай это правильно. - Whatever you do, do it right
Где бы он ни был, я его найду - Wherever he is I'll find him

The same goes to the topic example but it was just too confusing to describe that with however. I think you know why. But the logic is still there.

Я уверен что я перепутаю, если использую вышеупомянутый союз, кто бы мой собеседник ни будет (= I am sure that I will get confused, if I use the aformentioned construction, whoever will be my co-speaker = This is what I wanted to say).

Okay, first, the particle БЫ there suggests that you use the past tense verb, so it should have been был
Second, don't forget about declensions, быть КЕМ?, and not быть КТО.

So given that the whole phrase should have been:

Кем бы мой собеседник ни был...

But you're on the right track here, it's just some grammar mistakes

"Кто бы ни был" is grammatically correct, but it doesn't work in that case.

"Кто бы ни был" implies "existence" or "location", while "кем бы ни был" implies "characteristic", "being as/like".

Кто бы ни был в комнате, я зайду туда. (No matter who in the room is, I'll enter there)
Кем бы ни был этот человек, полицейские арестуют его. (No matter who this man is, the cops will arrest him)

Чей, чья, чьё implies "belonging to".
Чем = кем, but for inanimate objects.

Чей бы ни был этот дом, банк заберет его в случае неуплаты кредита.
Чья бы ни была эта машина, таможенники конфискуют её.
Чьё бы мнение это ни было, оно для него ничего не значит. (here you can see just a different word order)

"Чего бы это ни стоило" or "во что бы то ни стало" are very common expressions ("любой ценой" = "at any price").
