You have to do some research.. you can Google the name "vasily panchenko" for example and you'll quickly find:

"Vasily Panchenko, head of the Press Service of the Russia Interior Troops"

- obviously that's not correct because there is a typo and it should be "Russian Interior Troops," or maybe "Russian Internal Troops" is better

well.. you get the idea anyway...

ГУ - главное управление

Главное Управление = Head department

Проверочное слово - ГУЛАГ (Главное Управление исправительно-трудовых ЛАГерей, трудовых поселений и мест заключения)
