I'v heard Putin speaking english once - about a year ago, he was adressing to international Olympics organization, than they choose city for 2014 summer games. It was awful! His mimic was very unnatural because he tried to speak properly. I think that after that case they gave him advice not to repeat this mistake.
And about Condoliza I heard that she read "War and Peace" in original - so he must know not only russian, but also french - tnen I read this boring thing at school, I was tired to read quarter of text in translations in the bottom of a page.
