Of course, this is very true. That's why I used the word «прохладна» instead of «холодна». Is there a milder word than «прохладна»?

When these words are used as stand alone words they are neural adverbs. Only when used as short forms of the adjectives they accept the gender of the modified noun "погода прохладна".

I can't figure it out. Some people use word "свежо" but it is quite an ambiguous word and can't be directly related to any degree of coldness.

We rather say "холодно как где-то" then "холодно как что-то".
    "Холодно как на северном полюсе."

Okay then, how about: "Здесь в Виржинии, (мне) холодно как (блохе) на ведьминей сиське!"

Или нечто более научно-фантастическое: холодно как на Плутоне зимой во вьюге замороженного азота! (Cold as a Plutonian winter during a blizzard of frozen nitrogen!)
