Just to avoid leaving incorrect information

This is not correct (you can read corresponding materials on the Web, they are readily available, see for example well-known Web Internationalization links on my site listed in my profile):

so if u are too desperate to have cyrillic coding...u have to format and reinstall windows and when prompted, select ur language as russian..

ps- u can also try selecting russian language option in control panel>regional settings...tho i m not sure it will help !!
1) Browsers (unlike Notepad) do NOT care about the Windows installation

2) There is no such thing in Internet Explorer as default encoding

.
So we have to change manually to Cyrillic (or to German or to Chinese - does NOT matter) only in the following cases:

- if site does not provide the information about its encoding -
neither via HTTP Header nor via META..charset in the .html itself

- if site does provide the encoding information, but it's incorrect, for example, "Western" while the page is really in Russian or "Cyrillic" while the page is really in German
