    Proper military etiquette

I have a question about military ranks.

In the U.S. it is considered proper etiquette call personal that hold ranks such as "Lieutenant Commander", to be called simply “Commander”.

In Russia would it be proper to call an officer who has the rank of "Kapitan tret'yego ranga", by the name “Kapitan”?
Be patient, the gods are still at work here.
