Solution!
The Russian at the top is ok because it's an image. It's not actually text.
Right click on the page, go to encoding, and choose Cyrillic. If it isnt there, go to more, then choose cyrillic.
I had to try a couple cyrillic encodings before I found the right one, but the right one for me was Cyrillic (Windows)

The < and > were old school HTML 2.0 commands. < is another way of writing <, and > is another way of writing >.

I don't, I think that firefox automatically changes that... In IE, it's just < and > when I look at the sourcecode. Firefox is more of a programmer-oriented browser (so is pretty much anything Mozilla does... Wait a minute, Mozilla was the name of the Netscape mascot during the Microsoft Anti-trust case...
