No, of course not. But I thought they could just wander around cities because Russia is sort of underdevelopment country and the level of civilization is pretty low.

They have every right to do so There are a lot of immigrants in the US and they can say whatever they want. For example, that they're native speakers of English.

Some old American text-books for kids said that you could really meet a bear on Russian streets. That's funny. Every Canadian knows it's just a joke. I didn't hear anyone say anything like that while in Canada.
