Why do .narod.ru sites only run at normal speed in the CIS?

Hm, I heard it's equally torturing everyone. (max 0.7 kb/sec out of 90 ADSL possible for me).

Anyway the main reason for Russian/Ukrainian/..... USSR sites running slow abroad is difference in pricing - traffic abroad costs to USSR providers a lot more then the one within CIS. Look at site hosting plans - many state explicitly that 'domestic' and 'foreign' traffics are priced differently. Some providers even give out 'domestic' traffic for free.. WhY ? That's the good question - I don't know. Nor do I why it costs to call to US 0.09 US$ per minute and to Ukraine 0.40 US$.

Probably, because narod.ru is heavily overloaded and hosted on not very powerful server.
