I'm working on a website and I'd like to know more or less what are the best programs for creating basic graphics for layout and design, like buttons, menus, etc

Well photoshop is easily the best tool available for making graphics, but if you don't want to buy it I recommend GIMP: http://www.gimp.org/
It's a free photo editor that has a lot of premade scripts for rendering buttons and such. Just read a few tutorials and you should be all set.
In terms of the website programing I don't know of any programs that could help you, you'll just have to learn HTML.

Paint Shop Pro is the "cheaper version" of Photoshop - it can do mostly the same things, costs about one fifth, and uses a lot less capacity on your computer....
I love my Paint Shop Pro(and I don't even have the latest version.... still, more than powerful enough)

By the way - Is it allowable to use the word "what" in such cases? I've seen it in some newspapers but I don't know its proper usage rules.
And can you clarify one more thing - can I use the word "whose" with inanimate nouns? I'm not even sure about the usage in russian but I hear and say sometimes something like "Компании, чьи сотрудники бастовали, были закрыты" would it be correct to say "Companies, whose personnel had been on strike were closed"

What happened was my fault. (= the thing that happened)
Everything (that) they said was true. (not 'Everything what they said...')

Did you hear what they said? (= the things that they said)
