oh God... 3-4 months... that is way too much... i heard about a law that says they should make it in 30 days....
It depends from season. Now is very hard time because people changes passports before summer.
Our system (OVIR) is very stupid and slow. Firstly you have to prepare and pass documents to local department of OVIR. After that your documents send to Foreign Ministry and at last your documents will return to OVIR. Between each step is one or two weeks.
In last year I passed my documents in end of the February and received passport only in start of the May. So 3 months.
Please do not hesitate to correct my English.

Right, in winter it was much faster - 4 weeks.
anyway, my first recieved a letter from the OVIR, her passport was done in 1 month (31 days) since she passed the documents
i'm glad, and she was very surprised that they made it this fast, maybe she was lucky cause she told other people she knew had passports done in much longer time, sometimes 3 months
This period is defined by law.
It is no longer than one month for people who have had permanent registration in the same city for five years or longer.
And no longer than four months for people who have had permanent registration less than five years or have a temporary registration.
Sometimes, Migration Service (modern name of OVIR) doesn't fulfil these requirements, please note it.
