Hi guys! I am sorry for bugging you but I am having a problem deciphering the meaning of the letter i received from Russian Embassy here in our country. I have spent many hours trying to type the letter in altavista but it did not provide me the correct translation though. The site cannot even decode all the words in there. Please do help me in translating/interpreting the following letter below.

Your letter dated april 12 2005 regarding studying in Russia was received and was read by the handbook in the federal agency of international education and cooperation (or something like that)
We inform you that the russian side gives your country every year 3 stipends to study in the higher education institutes of the Russian Federation for phillipino citizens . In connection with this we recommend you to talk to the ministery of education of the phillipines where we send (through the Russian embassy) complete information about the process of acceptence of foreigners to study in Russia, inclduing philipino citizens, and lists of neccesary documents.
After the viewing of the appropiate application from the phillipino side and of all your necessary documents (questionnaire, copy of diplomas of previous education, grades ????? and others) the adiminstration makes a decision on the possibility of your education in Russia. Information about this decision will be sent through the embassy to the Philipino ministry of education.

yeah that sounds more like it, I was wondering why they only accepted 3 students from the Philipines!!!
