What's the 'honour' of a guy running faster than a woman? That's no achievement and he's got nothing to be proud of.

It's just embarrasing for his country if they cheat in this way.

Yes, if he changed own sex for sport. However, what would you say if he wishes to be a woman at first, but wishes to be a sportsman too? Maybe, he (if she was a man, of cause) wants to be a really woman: to speak like woman, to dresses like woman, to live like woman and to get sport achievements like woman.
