I think its just a private business or company. Like anyone can open a subway or mcdonalds in america. There are toilette babushkas all over major cities in Russia. Its probably something like 1) make a phonecall to porto-pottie company 2) rent porto-pottie 3) have it moved to high traffic pedestrian area 4) try to beat out the compitition.

There are free toilets as well, but they are dirty as hell. Most of the paid toilets are private. So when you pay for it, you basically pay to keep the owner happy and for someone to keep it clean.

Unfortunetely they're not free everywhere. In Helsinki you have to pay 1 euro to use it (unless you're a customer). And I can't say it's great inside. A soap dispenser didn't work, there was no paper towel.
