It is not so anymore. It's been many years since the Iron curtain was lifted so the Russian see many foreigners now.
These misconceptions have changed over time. Now the Russian businessmen believe that all foreigners are stupid and лохи педальные and they can be easily swindled.
I am a bit ashamed to admit that but I've seen (and even been a part of it) it many times.

Although, when I am in Europe (especially in Italy) everyone wants to swindle me (seeing a rich stupid Russian tourist in me).
