    Questions: do or be

    Еще раз, что ты просишь?

    My translation: What do you ask for, again?
    Correct translation: What are you asking for, again?

    Because in Russia we don't have present continuous as I understand when we construct questions we use the following rule:
    (a) Simple Present - do
    (b) Present Continuous - be
    Чем больше слов, тем меньше они стоят.

    "What are you asking for again?" sounds more natural, but overall I'd use a different word/phrase than "again." Something like "this time?" to express possible frustration with the act.

    In russian "Еще раз, что ты просишь?" means something like "Well, explain one more time: what are you asking for?"

    True. However I don't see any reason why it couldn't be translated like this:

    "Once again what are you asking for?"

    Yep, exactly. Just remember, you need a comma after "again."
