I'm trying to translate this song:

I find the the title is difficult to translate because it appears to have a figurative meaning beyond the literal translation "Turns". I'm thinking the best single-word translation would be "Tailspins". A tailspin is when an airplane loses control and spins as it falls. It is also used when someone is in a "downward spiral", such as someone addicted to drugs. Is my interpretation correct?
Also, the last line is "Time to gather stones on the seven hills". I don't understand this. Is this a reference to something else?
