i can't understand the meaning of the word "portraying"

In this context, it means the film makers represent these women as being 'lonely and sad single' in the Soviet films.

Where it says 'promoted that belief' I take it there was something written about the believe it before the first point, because the part you posted is a follow on. 'The women are portrayed this way because of that belief', whatever the belief is.
