I tried to translate from Russian into English the abbrivation Начальник СОАР (Начальник службы организыции авиационных работ).

Вот, что у меня получилось - The chief fo the service organisation of the aircraft works.

Is it right?

I would like to help but without a bit more information I don't think I can improve on your translation, other than perhaps Chief (or Head) of Aircraft Work's Service Organisation.

I am afraid you need a functional translation. You will need to find out what exactly "служба организации авиационных работ" is responsible for and see if there is a similar service with an English name. If there is none, then you will need to give that service an English name that makes sense. Your proposed "aircraft works" is bad because it is associated with production of aircraft, while that service, as far as I can tell, is responsible for business operations, logistics and so on.

Actually it sounds odd even in Russian.
СОАР doesn't work in aircraft. There is АТБ (авиационная техническая база) for maintenance goals. СОАР cleans runway, fills up with fuel and so on. I think 'chief of aviation service' is close.

flight control service - служба управления полётами
transportation service - служба перевозок
supply service - служба снабжения
avionics - электронное оборудование
logistics - логистика, планирование резервов и управление доставкой
maintenance - техническое обслуживание
pilots - пилоты, лётный состав
engineer - инженер
mechanic - механик
