Like many idioms, it's probably just a stylistic choice.
However, I see a subtle difference:
to babble ... to speak in an incoherent manner.
to babble on ... not only "to speak in an incoherent manner" but to continue on and on and on and on and on in the same manner.
Keep in mind, I was reading the entire interview -- not just that isolated quote.
